IEX Trading Alert #2017 - 046
Overview
Last week, the SEC amended its Rule 146 to designate securities listed on IEX as covered securities for purposes of Section 18 of the Securities Act. With this amendment, IEX has cleared the final regulatory hurdle to launching as a primary listing exchange. With regard to timing, IEX plans to list its first company in early 2018. This timeline accommodates the 30-day operative delay of the amendment, which begins today, and year-end code-freezes across the industry during the holiday season.
IEX will continue to conduct the industry test of listings functionality on Saturday, November 4, 2017, as previously announced in IEX Trading Alert #2017 - 040, and will conduct an additional test on Saturday, January 6, 2018. IEX will provide more precise timing of the first listing at a later date.
Additional Testing Opportunities
Saturday Industry Tests
IEX plans to conduct the following Saturday testing opportunity in advance of its launch as a primary listing exchange:
- November 4: IEX Listings Industry Test #4
- January 6, 2018: IEX Listings Industry Test #5
IEX also plans to be available during the following Saturday testing opportunities in advance of its launch as a primary listing exchange:
December 2: SIP Q4 Test & Circuit BreakersDecember 9: NYSE Tapes B & C Test #3
The IEX Production environment will also be available during the Saturday, November 18, 2017 industry test of LULD Plan Amendment 12 functionality to support testing of IEX's listing functionality.
Intraday in the IEX Test Facility ("ITF")
Users may also test listings functionality, order types, and data feeds (via an ITF cross-connect) in the IEX Test Facility ("ITF"). The ITF is available Monday through Friday from 7:00 a.m. to 9:00 p.m. ET. Please see IEX Trading Alert #2017 - 010 or the IEX Connectivity Manual for additional information about accessing the ITF via a dedicated cross-connect.
Intraday in the IEX Production Environment
On Friday, September 15, IEX began supporting the auction process and listings functionality for test IEX-listed securities in the Production environment. Auction Information messages for test IEX-listed securities are also being disseminated over production IEX market data feeds at this time.
