Reminder of Upcoming IEX Regulation SCI BCP/DR Testing

Overview

In accordance with Regulation Systems Compliance and Integrity ("Reg SCI"), IEX will conduct testing of its Business Continuity and Disaster Recovery Plans ("BCP/DR") during the planned SIFMA industry-wide test on Saturday, October 14, 2017.

Pursuant to IEX Rule 2.250, Members that met the standards described in Regulatory Information Circular 2017-0002 during the first quarter of 2017 have been designated as mandatory participants in this test. Specifically, IEX designates Investors Exchange Members that, during the first quarter of 2017, accounted for three (3) percent or more of executed volume on IEX as mandatory participants in this test. At this time, all such designated firms have been notified of their requirement to participate.

IEX encourages all members of the Exchange to participate in testing and welcomes any firms to contact IEX Market Operations (contact details below) to establish connectivity to the Disaster Recovery ("DR") environment for this BCP/DR test. In addition to establishing connectivity to the DR environment, Market Operations will also work with Members to ensure their clearing firms are connected to the DR environment.

Please note that IEX is providing Members with opportunities to test the IEX Auction process, including a testing date currently scheduled for September 9, 2017, from the IEX DR environment. For more information on this topic, please refer to IEX Trading Alert #2017-015.

IEX Disaster Recovery Environment

The DR environment supports all matching and routing functionality offered by the Exchange. Unlike the primary trading environment (where direct feeds are utilized), the DR environment utilizes the Securities Information Processor ("SIP") for quotation data. For additional information regarding the DR environment and establishing connectivity, please review IEX Rule 11.510 and the Investors Exchange Connectivity Manual.

The DR environment is located at the Equinix (CH4) data center, 350 E. Cermak Road, Chicago, IL.

DR Environment Connectivity

Members should contact Market Operations to establish connectivity to the DR environment in one of two ways:

  • via cross connect: Members must complete and submit a Physical Connectivity Order Form to IEX Market Operations.
  • via extranet: Members must first contact their extranet provider to arrange connectivity and then IEX Technology Operations & IEX Market Operations for the target IP address.

Participants will not require additional sessions for the DR environment, but specific IP addresses are assigned for the DR environment.

BCP/DR Test Timeline

To support this test, the DR environment will be open for trading on Saturday, September 9, 2017 and Saturday, October 14, 2017 during the following sessions (all times are Eastern Time):

  • Pre-Market Session: 8:00 a.m. - 9:30 a.m.
  • Regular Market Session: 9:30 a.m. - 12:00 p.m.
  • Post-Market Session: 12:00 p.m. - 1:00 p.m.

Clearing and settlement activities will occur from 12:00 p.m. - 6:00 p.m.
